Ah, the good old "The Czar is so amazing but these reckless regional goons are doing stupid shit" strategy that's been in play for years. Still the regional rules will differ somewhat from region to region and if there is no unified federal law on the codes, it's much easier for people to say "fuck it" and ignore it.

Greedy, power hungry and ultimately stupid ruling party, United Russia, instead of getting ultimate control over people, appears to be pushing Russians toward self-organization.
