See, this is 5D chess at its finest: If politicians are incompetent and can't enforce laws properly, allowing bribes and ways around it, then citizens have no reasons for hardcore legitimate protests.
That way politicians can cook up statistics claiming they are doing a good job of enforcing compliance to keep stealing public funds and never risk serious unrest. And if they can't enforce compliance, they can ask for more public funds to enforce compliance better by building useless digital scanners or some crap.
At the same time the harsh laws are still in place and they can and will be used at any time as an excuse to arrest those who present a legit threat to the ruling class.
So basically, all the lowly citizens of the world are uniting while our psycho leaders try to set us to war against each other to kill and get killed for their causes, while they sit on their adrenochrome soaked thrones. Sounds about right
