I figured that most businesses don't want the drop in revenue and extra cost of enfocring QR codes and would much rather pay bribes to "inspectors" and get it over with on the spot. These inspectors in turn would be interested in continuing their own revenue stream and keep things on the hush.
Basically impossible to enforce these things unless the population is totally gullible and is adamant about following the rules to a T. Not the case in Russia.
The mystery of the Russian soul is something Schwab wouldn't understand. United Russia are just going to push the laws through anyway the public will ignore them. Like it's always been. Hopefully there aren't any more drastic and radical measures.
