With Herr Gräf it's the easiest: Klaus wills it! answers each and every ostensibly mysterious quirk in his behaviour. The whole thing would suggest that Moscow has already lost to its competitors as a candidate seat of the upcoming World Government, with probably only London and Geneva where Klaus is based, still in the running.

Why am I getting early 90s Yeltsin-era vibes about everything that's happening? Back when CIA agents would literally have their own offices inside government buildings, the country was flooded with NGOs and totally doing what the Western reptile Templar shape-shifting knights told it to do.

This one feels similar, but more carefully concealed for some reason. Talk about a slow but major crash from the "us vs them" euphoria of 2014-15...
