Whatever is going on in China--whether their covid policy is a political scheme a la Michael Senger's thesis, or due to profit, politics, or ignorance and paranoia, if Russia's official policy was to undermine China's policy, I imagine Russian leaders would see that as a VERY BAD THING. So even if Russian leaders know that the various Russian covid bureaucrats and business leaders are simply out for profit, political power, or prestige from the Bill Gates led world health order--they must either feel they have to go along with China--or, or, they were part of China's plan a la Michael Senger from the start.
