Others here have mentioned China so I will add to that since it appears very significant for current Russian political strategy. China's leadership would see it as VERY unfriendly if Russia treated covid sensibly. Whatever is going on in China--whether their covid policy is a political scheme a la Michael Senger's thesis, or due to profit, politics, or ignorance and paranoia, if Russia's official policy was to undermine China's policy, I imagine Russian leaders would see that as a VERY BAD THING. So even if Russian leaders know that the various Russian covid bureaucrats and business leaders are simply out for profit, political power, or prestige from the Bill Gates led world health order--they must either feel they have to go along with China--or, or, they were part of China's plan a la Michael Senger from the start.
Whether Senger is right or wrong--we cannot expect to see Russia acting sanely regardless of the truth. If Senger is wrong, if China policy is being controlled by profiteers or paranoid ignorance, then their leaders would be angry with Russian leaders if Russian policy was made all of a sudden sane--especially due to the current worldwide reaction to the zero covid Chinese policies. A sane Russian covid policy is an implicit condemnation of China's leaders.
It would be fantastic if Russia leaves WHO! If they do, this would set a precedent. Perhaps more countries would follow - like Brasil or some African countries...

At the most fundamental level, the germ/virus theory is a theory of Western origin. It has its basis in Western pseudo science. If it were not for corrupt Western science and politics, and enormous Western interests in the form of a mighty pharmaceutical industry this pseudo science would have been banned to the margins in the twentieth century.
So basically Russia is already up to its neck involved in fraudulent Western science. If Russia would say, 'we are not going to play the US games, we are going to be independent' that would be deceptive and a lie. Virology and vaccination IS a Western/US criminal game based on US 'values'. In fact, i'd say the corrupt business of virology can only be maintained in Russia by keeping it connected to its corrupt source, the Western world, more specifically the US, which took over from where it originated, from Europe.
Russia's former communism and its contemporary corrupt big government democracy is also of Western import by the way. Russia is an imitative country, just like China. I strongly doubt that Russia is capable of forming its own culture after such a long time of imitation of and ideological import from the Western world. But who knows. But if it keeps clinging onto Western pseudo science handling it its 'independent' own way, by means of its own values'' that is mostly a laughing stock.
Cooperation with the WHO is therefore the most logical thing to do for Russia, within the logic of the whole corrupt business of virology. It is not something of a nature which allows you to detach yourself from a global mafia, to create your 'independent' national mafia. Without fighting something corrupt and criminal of this scale, cleaning it up, removing it as a whole, it by necessity will grow like a cancer. You cannot keep something rotten halfway rotten, and you cannot make it rotten your own way. And certainly Russian elites who have been imitating and importing views from the West now for centuries are incapable of doing things of that level the Russian way, whatever that may have come to mean by now.
