In 2011, Russia’s most hated oligarch gave a familiar-sounding spiel while speaking at the Fourth International Nanotechnology Forum in Moscow.
“From the 7 billion that will be reached this week, the world population should drop to two and a half or even one and a half billion people by the end of the century. A three-fold reduction in the population would be simply unthinkable, although serious scientists are talking about exactly this,” Anatoly Chubais said.
Less than ten years later, Russian President Vladimir Putin signed a decree appointing Chubais “Special Representative of the President of the Russian Federation for Relations with International Organizations to Achieve Sustainable Development Goals.”
Wait, is this the same guy who teamed up with the Gamaleya Center, which is credited with developing Russia’s unproven genetic slurry?
The scam tsar
Anatoly Chubais has been plundering Russia for thirty years. He served as deputy prime minister under vodka-soaked sellout Boris Yeltsin, and later became Yeltsin’s chief of staff. As the mastermind behind large-scale privatization in the 1990s, Chubais deserves credit for much of the criminality and despair that continues to plague Russia right up to the present day.
After many years of non-stop scamming, in 2008 Chubais was appointed the head of Rusnano, a state corporation tasked with developing Russia’s nanotechnology industry.
He quickly partnered with Alexander Gintsburg, the head of the Gamaleya Center. Maybe you have heard of this gentleman? Together, Chubais and Gintsburg collaborated on many cool nanotechnologies—like the genetic flu shot that resulted in an embezzlement scandal.
Despite being showered with government rubles, Chubais struggled to develop a product that was both nano and not a scam. By December 2020, Rusnano’s CEO decided it was time to raise anchor and find a new way to steal rubles. (And just in time: a year later, Rusnano completely imploded and reportedly came close to defaulting.)
As a successful businessman and beloved public servant, Chubais had no difficulty in finding a new job.
On December 4, 2020, Putin announced Chubais would serve as his “sustainability” emissary to “international organizations.”
Given Chubais’ background, the appointment was a bit of a head-scratcher.
For example, in 2013, Putin claimed Chubais’ devastating privatization campaign had been carried out by creeps on the CIA’s payroll. Although he acknowledged the “serious” nature of these claims, Chubais insisted he was unaware of any evidence that his subordinates had been working for Langley.
Chubais’ new post aroused a great deal of interest in Russia. The Kremlin clarified he would “deal specifically with the topic of sustainable development” after it was suggested that the infamous oligarch might act as a mediator between Moscow and Washington.
Despite the controversy, Chubais was clearly excited to start his new “sustainability” adventure.
“More than once in my life, I had to do what is important for the country, although not very pleasant for me. This time, it seems that the upcoming business is really significant for the country and interesting to me personally,” the oligarch wrote on Facebook following his appointment.
A sustainable scam?
So, what has Chubais been yapping about now that he’s Putin’s sustainability guru?

December 22, 2020: Russia’s State Development Corporation VEB.RF vows to work with Chubais to ensure Russia meets all of the UN’s sustainability goals:
“The Development Corporation is the methodological center for green finance in Russia, and VEB.RF projects, including the urban economy, cover all the UN sustainable development goals. For this reason, the partnership between VEB and [Chubais] will ensure more efficient work in this area,” says the representative of VEB.RF.
February 12, 2021: Chubais brags about all the diplomats he’s been meeting with on the down-low:
“We have already met with the ambassadors of the world's major powers, sorry, it’s not very convenient for me to name them specifically, since this has not been officially announced. Let this not sound pompous, but now I have a lot of requests for meetings with the ambassadors of the largest states.”
May 19, 2021: Chubais claims “climate change” is the most difficult challenge facing Russia’s development and casually mentions the Fourth Industrial Revolution:
Anatoly Chubais… named the most important, complex and elusive goal for Russia's development. According to him, we are talking about the fight against climate change, according to the Vedomosti newspaper.
Chubais believes that it is necessary to actively develop hydrogen energy, but this task is comparable in scale to industrialization in the past: “For our country, this is a challenge of a colossal scale. This is a challenge of such magnitude that it is comparable, perhaps, only with industrialization... For me, this is not the fourth industrial revolution—this is the ‘second’ industrialization.”
June 3, 2021: Chubais says anyone who doesn’t believe the West’s climate change narrative is a fool:
Due to climate change, up to 100 percent of the Russian economy needs to be restructured, Anatoly Chubais said at the St. Petersburg Economic Forum (SPIEF).
Chubais also stressed that the point of view that climate change and the related restructuring of global economic processes was invented by the West is completely outdated and distorts reality. “Those who advocate this point of view do not understand what is happening,” he is sure.
In love with Bill Gates
Chubais is a massive Bill Gates fanboy.
For example, in a December 2021 interview, he explained Russia would need to “undergo profound fundamental transformations” that would “change all of our lives.”
This large-scale transformation—which will be guided by an “energy revolution”—was not his idea, though. Chubais was spreading the gospel of Bill Gates:
[Chubais] noted that it was “not his idea.” “The other day, Bill Gates was asked about what the energy transition will look like. He answered: the early years of the computer age. […] That is, there will be thousands and thousands of startups, of which thousands and thousands will die—there will be super-successful companies, and the current top leaders with a market capitalization of a trillion or more, like Amazon and Google, will be completely shifted to other companies. This will happen not in 100 years, and not in 50 years, but, in my opinion, in 30 years. And in order for it to happen in the next 30 years, the next 10 years are key,” Chubais said.
On January 3, Chubais wrote on Facebook about some of the books he read over the past year. He was very impressed by How to Avoid a Climate Disaster, authored by the one-and-only Bill Gates:
It is clear that there is no desire here simply for a trendy topic, and it would be ridiculous to suspect Gates of striving for hype. For me, the unfolding industrial revolution, which has been called the “Energy Transition,” is comparable in recent history, perhaps only with the information revolution that we have experienced. I think that in 20 years, a country that rejects this challenge will look something like a country without the Internet today.
It was important to me that Gates, the man who was the key founding father of the information revolution in the world, has exactly this attitude to the energy transition. The book is written clearly, simply, logically and convincingly.

Chubais and Gates have hung out at least once. The pair met in 1997.
A long-lost photo of their historic meeting resurfaced last year on a Russian Telegram channel:
“Gates is chipping Chubais with his left hand,” one commentator [jokingly] captioned the photo.
Subscribers to the Telegram channel “Nineties” said Chubais “caused more damage than the First World War” with his actions.

"We are worried about climate change" = one way to steal enormous amounts of money is to create a problem out of thin air, by claiming the planet is in danger, even though everyone who has a first-grade understanding of Geology knows that this is just a typical warmer cycle that the planet is going through anyway. We are also worried that our reckless capitalist development and destruction of nature for profit might cause problems, but we want to keep making a lot of money. That's why you need to stop having children, eating meat and be a responsible green citizen, while we continue flying on private jets and polluting the planet as we please. Also, where's my 100 billion in funding to address the issue?
"I had to do what's important for the country, but now it's also important and enjoyable" - unfortunately I can't use every nanosecond of my life to steal billions. Sometimes I have to pretend and waste energy giving statements for the peasants' consumption and generally waste time on public apperances which don't directly put more money into my pocket. This time, I'm putting enormous amounts of cash in my pocket, while meeting with like-minded individuals and discussing how I can steal even more in the very near future, which is very pleasant.
